Whether you are shipping to yourself, a friend, a colleague, or a family member, you must purchase alcohol and have it mailed by an entity with a valid liquor license.
As a non-licensee it is never legal for you to ship alcohol yourself in the United States, much less to GA residents.

The Fine Print
Dry Communities: A dry community is one in which sales (or delivery) of alcoholic beverages are prohibited. A “dry” community is one in which sales (or delivery) of alcoholic beverages are prohibited. Georgia has no dry communities at present, at least as to wine; certain communities do restrict sales of distilled spirits.
The State of Georgia allows wineries outside of Georgia to deliver wine to Georgia households via Common Carrier (FedEx, UPS, etc.). These companies must obtain a Special Order Shipping License (among other requirements). All direct-shipped wine produced outside Georgia is subject to a $0.40 per liter wine excise tax (a standard bottle of wine is 0.750L) for Table Wine (less than 14% alcohol by volume) and $0.67 per liter excise tax for Dessert Wine (14-21% alcohol by volume, though this isn’t the correct definition of a dessert wine) in addition to any applicable sales taxes. Someone 21 years old or older must be available to sign for the package upon delivery.
Buyer beware. While we do our best to make it easy to find wine that can be delivered to your state, each winery and retailer is the final say in whether they will ship to consumers. Those that do so without a permit often disclose on their site in the Terms of Service, Legal, or Shipping pages that you are responsible for obeying the laws of your state, not the retailer.
